The Head Bureau for the suppression of
Opium in the whole province of Kwong Tung hereby issue this notification ordering the raw opium dealers to immediately apply for new licences. As regards the taxation on prepared opium, His Excellency the Viceroy has telegraphically advised the Board of Finance, and received a reply sanctioning our making a trial with the project. We have been instructed of same by His Excellency, and have ordered the raw opium dealer who undertakes th collect the tax on prepared opigm to fix a date for starting the collection of this tax and to establish in- -vestigation and detection stations, and to appoint officials for this work. We have sent in a report to His Excellency the Viceroy on the matter and informed other officials of same. We find that all raw opium dealers have formerly secured licences to carry on their business, which licences are renewable annually, in accordance with regulations drawn up by the Board of Finance. Now that the scheme to collect the tax on prepared opium is on foot, it behoves us to investigate into the number of raw opium dealers, and issue new licences to them in ex- -change for the old ones. They are allowed to register them- -selves as raw opium dealers and in order to færiti facilitate investigation, all raw opium dealers holding old licences issued by us, are requested to bring them within five days, and present them for examination after which new licences will be issued to them. They have also to prepare securities guaranteeing themselves as sub-collectors of taxes on prepared opium. The securities will be checked by us, and the dealers will be registered afterwards. We have deemed it fit to issue this notification whereby all raw opium dealers are requested to obey our order, to find kkueixExam securities in the * time specified, and present them to us when taking out new licences in exchange for the old ones.
