the effect of these regulations is as follows:-
(a).
Every importer of Raw Opium must,
after paying the prescribed duty and likin to the Imperial
Maritime Customs, report to the Mercantile Office, known as
the Kwong Yun General Office, the quantity of Opium im-
-ported and the place where it is stored:
(b).
The importer is not permitted to
sell any Raw Opium except to a holder of a permit from the
Kwong Yun General Office:
(c).
All purchasers of Raw Opium must
hold a permit as aforesaid and must pay to the Kwong Yun
General Office, additional duty at the rate of 30 cents per
tael on half the weight of Raw Opium purchased before they
can move the Opium from the warehouses in which it is
lodged at any Treaty Port in the Kuangtung Province:
(a).
All native dealers in Raw Opium
must within 5 days from the 7th. instant take out licences
granted by the Kwong Yun General Office to deal in Raw
Opium:
(e).
All purchasers of Raw Opium must
prepare it within 3 days, and may not keep or store Raw
Opium privately.
3.
