Only two views are possible as to this case. Either
Knight is an immoral brute, or else he was too drunk to know
what he was doing. In either case his value as
a Government
officer seems to be open to doubt. It might, I think, be well
to tell the 0.A.G. to warn him that if he ever hereafter
gives any ground for complaint on either score he will be
diamissed.

This is a difficult case; but it seems to me that
the point is that, whether Knight was drunk or intentionally
made immoral proposals, his conduct was so discreditable and
his disregard of our confidential circular co serious as to
make it doubtful whether he is fit to remain in the service.
