This is a difficult case; but it seems to me that

the point is that, whether Knight was drunk or intentionally

made immoral proposals, his conduct was so discreditable and

his disregard of our confidential circular co serious as to

make it doubtful whether he is fit to remain in the service.

If you think it would be fair to Knight I should like to

instruct the Governor to proceed against him on the following
