Mr. W. H. Williams, an officer of this
his
Department on the Senior Scale of pay, was definitely appointed
to a Senior Mastership at this College but tendered
resignation
before taking up the appointment. Had he returned from leave he
muat have come to Queen's College, as all other posts in the Department suitable to his seniority were filled up before his
resignation.

His resignation therefore creates a vacancy
in the Senior Grade at Queen's College and presumably there-
-fore the Senior Junior Master at Queen's College - Mr. G. P.
de Martin - will be promoted to fill the vacancy.
Junior Masters
If this is not done it places the two Senior
Hessrs. de Martin and Garrett in a very
unfavourable position. One of them has completed six years'
service, the other has almost done so. They are too senior to
expect promotion to more highly paid posts in the District
Schools where Education is elementary and they are both highly qualified University men engaged in work of an advanced nature
at Queen's College. Under the new Scheme of things by which
the College is to become a feeder for the University it will
probably be necessary to retain them permanently on the College
Staff, where they can be more profitably employed than else"..

In order that the standard
of wor
work in the
College may be raised so that boys may be prepared to enter
the University direct from the First Class it would be well to
have as far as possible only Senior Grade Masters on the English
staff.

If this promotion is not made these Mastera
who have put in six years' service will be compelled to remain
Junior Masters their promotion being confined to Queen's
College - until some vacancy occurs on the Senior Staff by the
retirement of a Senior Officer which in the ordinary course of
events will not be for many years. During that time they will
