for a period of over 2 months, in that case the half-pay
was lapsing to the Colonial Treasury, and his was a new
post for which Government was obliged to get a trained man.

On the other hand there are many
instances of Officers voluntarily undertaking work at home
during leave with a view to improving themselves and with-
-cut extra pay. Mr. C. A. D. Melbourne is attending a Tax-
-ing Master's Office during his present leave and draws no
extra pay, and both Mr. T. Sercombe Smith and Mr. H. H. J.
Gompertz spent many months of their leave reading law.

I think, therefore, to grant Mr.
Kemp's application would be somewhat too liberal; at the
same time it is very desirable that the Registrar of the
Supreme Court should be thoroughly versed in the matters
which Mr. Kemp proposes to study and I have no doubt that
the knowledge Mr. Kemp will acquire, if his suggestions are
approved, will be of great benefit to the Court and to the
Public. I, therefore, recommend that he be granted 9
months' half-pay after 3 months' full pay leave with the
addition of a gratuity equal to 3 months' quarter-pay
subject to the production of a certificate of regular
attendance during the last named period and of satisfactory
progress from the Principal Probate Registry and the Central
