I have the honour to forward for
Your Lordship's consideration the enclosed copy of a letter
from Mr. J. H. Kemp, Registrar of the Supreme Court, dated
the 17th. instant, applying for 7 months' half-pay and 6
months' full pay leave during part of which period he
proposes to study the practice of the Probate Registry and
the High Court at home, together with copy of a subsequent
minute regarding the gratuity which I propose to recommend
in this case.

There is no exact precedent for
the arrangement proposed by him; for, though Mr.
A. G. M.-L.
Fletcher was granted a gratuity equal to half the pay of a
Passed Cadet (his substantive appointment at that time) for
attending at the Board of Trade to learn bankruptcy work
