2. We have read with much regret your remarks on the
nature of the masonry and concrete of various bridges and agree in your opinion that unless further investigation shows that their condition is not so bad as you anticipate, the state of things disclosed is disquieting and requires serious considera- tion. We gather from your report that it is not wished that we should advise you upon the bridges which you have mentioned. You have already as we understand taken steps to deal with the difficulties which have arisen and it seems to be evident that a judgment upon them can practically speaking be only advantage-
ously arrived at upon the spot.
Your report has come upon us as a complete surprise for like yourself we have always been led to believe from the reports and letters which we have from time to time received not obly from the late Chief Resident Engineer but also from the report on bridges made in 1908 by Mr. Chatham and Mr. Williams, that the Up to bridges had been constructed of sound and solid materials.
