As Has already been stated the officers of vessels have no control

over the cargo, which is left entirely in the hands of the compra-

dore. The officere only sign Mate Receipts presented to them by

the Compradore. Take the case of a permit to ship 100 packages of

liquors and out of which 30 packages are shut up, not shipped. Thers

is no longer of the compradore making himself liable for 100

packages to the Company when there are only 70 packages on board.

He therefore gets the Officer's signature on the Mates Receipt for

the correct amount shipped but he is not so careful with the

duplicate of Form No.9 which is returned to the Imports and Exports

Office showing 100 packages shipped. It is then an easy matter

for an exporter to pass these 30 packages into local consumption.

It may be argued that these 30 packages are packed for export and

that it would not pay them to unpack. This is true, but these

30 packages may be returned clandestinely into bond and other

unpacked liquid taken out. I give these details to show the necessity of periodical checks from Mates Receipts and/or Freight

List and this may easily be effected by the European Officer

Supervising European Licensed Warehouses during his many spare

moments.
