Their hours of duty are alternately from 8 a.m. to noon and from noon to 6 p.m. on the Revenue "aunch "Pinck", the one not being on duty on the launch controls the water front and the men on duty there.
Of the twenty Chinese Searchers, six are detailed for special plain clothes duty on the water front end in connexion with the distilleries; four are constantly on night duty boarding vessels arriving at the Hongkong Wharves; two are on duty on the Revenue Launch; eix patrol the water front from Wanchai to Kemmedy Town and the remaining two are employed for the licensed warehouses under Mr. Dawson for opening and closing Chinese Warehouses at night. The clerical staff is good and hardworking. In my opinion 1st Grade Clerk F.P.da Silva is a trustworthy and deserving employe. He is underpaid for the responsible partition position he holds. I would recommend that an improvement in his position be favourably entertained by his appointment to chief clerk grade. This would place him on a better footing with the staff generally.
The Preventive Ptaff, has, with one exception, Mr. Brett rendered good services and I see no reason why Mesers. Mackenzie Wilden, Sutherland and Dawson should not be permanently employed in the Revenue Service. Their pay need not, in my opinion, be increased. Dr. Dawson who is supervising the Chinese warehouses should take over the duties of also supervising the European warehousos hitherto under Mr. Brett, the work in this connection is not so extensive as to warrent the employment of a special officer. In case of pressure one of the other revenue officers could be attached to attend denaturing, blending or breaking down of liquors when Mr. Dawaon cannot attend.
