augar keepa two clerks well occupied. The remainder of the clerical
staff deal with the liquor traffic; this keeps them all fully
occupied and at times, it may be said, rushed. Replies to the
inquiries made of the various firms show that no fault is found
with the procedure and they agree that there has beer no vexatious
interference or the enforcement of unnecessary formalities. True
there have been a few complaints of delay in issuing documents but
this has lately been remedied. It is however, necessary to increase
the office stuff by one shroff and one clerk so as to divide the
work more evenly and also to guard against absences through illness
or leave and this increase is strongly recommended.
With regard to the Preventive Staff as provisionally orgainised it should be maintained hut with such alteration as
experience has found or will find necessary. Its members are highly
paid as compared with the clerical staff. In connexion with the
two officers controlling European and Chinese licensed Warehouses
it might be said that with the keys of the warehouses in the hands
of the licensees, eurveillance is practically of no avail unless
an officer is constantly present. Be this as it may, it would seem
Aifficult under present conditions to erforce a stricter control
without a considerable increase at great cost of the staff. AB

far as concerns the licensed warehouses the two officers are
sufficient to see that licensees adhere to and comply with the
Ordinance, and effect a good supervision over stocks. Of the other
three Preventive Officers, one attends to the King's Warehouses at
Kowloon when occasion requires, inspecte opium godowns and occasion- ally make surprise visits at night on the water front and on junke
arriving at night. The other two officers are detailed for outdoor
work, on shore and afloat, board junks arriving at Victoria, Yaumati, Sham Shui Po and Cheung Sha Wan and vessels arriving in the Colony.
