This Fa Tsau is made with the residue of stills after
the manufacture of wine: Spirits of Wine being added to obtain a certain strength.
Considering that the distilleries are not under constant supervision and that it would be an easy matter for the distillers to use Spirits of wine for making cheap wine and pass it into consumption without payment of duty. I would suggest that since the Spirits of wins is for making a kind of wine by breaking down process and is not denatured for industrial purposes, it should pay import duty before being moved to the distillery. The practice of allowing Fa Tsau duty free for preserving Bean-Curd would be continued since this has been allowed by the Government. The quantity of Fa Tsau moved from the distillery to Licensed Warehouse No.18 declared for preserving Bean-Curâ 19,-
