Military and Naval Authorities should be declared to and passed
through the Importe and Exports office. All requisitions to be
signed by the seller and duly endorsed by the Authority concerned
certifying that the liquor applied for is duly for such and such
canteen or mess. A special receipt to be drawn up which would be
returned to the Imports and Exports Office as proof that the liquors
were received by a canteen or mess or other authority. A special
register to be kept by the Imports and Exports Office showing the
quantity of wine and liquor passed duty free for each canteen, mess
hospital &0. &c. Thie would be a safeguard against rebate being
allowed on liquor that probably never paid duty. Licensees know
what they are required to supply to the Naval and Military
Authorities and they can supply this from their stock in bond.
Denaturing Spirits of wine for industrial purposes to be the
subject of apecial care. I have witnessed that for making perfumery
and am satisfied that with good supervision no abuse can take place.

As to the Chinese zzax warehouses care to be taken that they
keep their stock sheets up to date and that all arrivals be carefully
stored in separate lote. Lieut. Beckwith and myself have inspected
the warehouses on my arrival and again lately. The licensees have
carried out the instructions given to them as to structural
alterations to facilitate the taking of stocks. The Officer
supervising these warehouses is active and careful but
should attend duty earlier and occasionally make surprise visits at
time of closing. This has been attended to by Lieut.Beckwith.
