Having free access to the bonded licensed warehouse, as proprietors keep the keys, it would be an easy matter to tamper with liquors once in warehouse and the strength reduced. Each licensee keeps a stock book which is checked by the Revenue Officer and as already stated these warehouses are practically opened all day frequents visits being made during the day by the officer.
Hitherto difficulties have been experienced in checking stocks owing to all packages being stacked pel)-mell, but lately some order has prevailed; the licensees falling in with the request to separate each consignment into separate lots with a stock sheet attached to each lot showing all withdrawals. This method renders
it possible for the officer to check with some accuracy.
