Two Revenue officers are detailed for preventive

įservice and supervision of licensed warehouses, kno Mr. Brett

warehouses dealing in European Wines and the other offfer Mr.Dawson Controls warehouses dealing in Chinese Wines only.

In the case of European warehouses, the keys are left

with the proprietors but the keys of the Chinese warehouses are kept

in the Imports and Exports Office and when a licenses wishes to have

& warehouse opened a request is made to that effect and the Revenue

Officer or a Chinese searcher is sent to do so.

Practically all the warehouses are opened daily and

the Revenue Officers control ie limited to checking periodically.

The Stock books which according to the Ordinance

licensees are to keep are in some instances neglected e.g. Mesare.

H. Price & Co.Ltd. keep a Day Book and a Ledger. Messrs. Ruttonjee

& Son also keeps a Register which can be balanced at any time. Mesers.

Caldbeck MacGregor & Co. do not keep a Stock book, they press all

.requisitions sent in and from this made out the weekly returne Form

called for by the Ordinance. They also have a Hedger but it is

a to be regretted that it is not used. Messrs. A.S.Watson & Co. are

.quite in order and the form of Ledger kept by this firm is what I

.8 should recommend for all other licenses8 one half of the book is for

liquors in casks and the other half for bottled liquors.

Bottling, blending, and breaking down is always noti-

of fled and the Revenue Officers verify results. A remark is needed here

I concerning the breaking down of Whisky, Brandy and Gin. Wine dealers

3 import and place in bond in their warehouses Whisky &c. in casks for

. breaking down purposes. ENtry in bond and registers shew the

.A numbers of casks and their contente in gallons. Breaking down means

33 increase of xxiez liquor by adding water. Such increase is passed

out of bond without payment of duty on the ples that no duty is

chargeable on the water added. This increase le disposed of for

local consumption and the books continue to shew the original

quantity
