Officer for the post, which will require the collection

of a revenue estimated for this year at $600,000 and much

office and outdoor work; (4) that as Mr. R. 0.

Hutchison

is about to proceed on leave of absence, Mr. D. W. Tratman,

an Officer who possesses all the necessary qualifications,

should be appointed for the present to the post; (5) that

it is understood that the Assistant Harbour Master as the

technical officer in the Department will act as Harbour

Master in the absence of the latter; (6) that accommodation

should be provided in the Harbour Office for the Superintend-

-ent of Imports and Exports and his Staff: this arrangement

is considered desirable in the interests of the con-

-venience of the public and of facilities in transacting

business; (7) that for the present the salary of the

Superintendent of Imports and Exports should be at the rate

of a Class III appointment in the Cadet Service.

In pursuance of the above decisions

Sir F. Lugard intimated to Lieutenant Beckwith that he

desired him to revert to his substantive appointment, and

I enclose copy of a letter which Sir F. Lugard caused to be

addressed to Lieutenant Beckwith on the subject and in

which he gave expression to his satisfaction with Lieute-

-nant Beckwith's work. Furthermore Mr. D. W. Tratman has
