At the same time Sir F. Lugard

recognised that it was desirable in the interests of an

organization which depends to some extent for its

efficiency on a close co-operation with the Harbour De-

-partment and the Harbour Police, that the Officer charged

with the administration of the Imports and Exports Office

should remain in the Harbour Department. Accordingly Sir

F. Lugard directed that recommendations should be address-

-ed to Your Lordship to the effect that (1) an Officer of

the Cadet Service should be appointed Superintendent of

Imports and Exports; (2) that in matters concerning the

Imports and Exports Office, but not concerning the Harbour

Department, he should correspond direct with Government

through the Colonial Secretary, as Lieutenant Beckwith

has been doing while he held the post, but that in matters

touching the work of the Harbour Department proper he

should rank as an Assistant Harbour Master and be subordi-

-nate to the Harbour Master; (3) that the name of Mr. R. 0.

Hutchison should in due course be submitted as that of an

Officer who by reason of his knowledge of the Chinese

language, his general capability and special financial

ability, and his active habits, is the most suitable
