of 1908 can be made excluding Exchange Compensation from

the effect of the definition, but I would suggest that, as

the matter concerns no one other than the Government and

the Contributors, the present practice may be continued on

the understanding that Exchange Compensation is an allow-

-ance not of the nature of salary.
