With regard to the question of
initiating the practice of deducting the full 4 per centum
on all payments in the nature of salaries the Colonial
Treasurer has pointed out the following results:-
(a). that such action would create excessive dis-
-content:
Mullify
(b). that it would multig the vote of the Legisla-
-tive Council above referred to:
(c). that Government will not lose indefinitely as
the number of Officers concerned is limited
and will eventually come down to nothing:
(d). that a considerable number of Officers were
probably induced on this account alone to
vote for the transfer of the Fund to Govern
-ment in 1908.

I agree with Mr. Thomson's remarks
on this subject and, as I do not see how this Government
can go back on what has been done, I strongly recommend
that the existing practice be permitted to continue un-
-changed.

If it is desired to bring the law
into conformity with the practice now in existence, an
amendment to the definition of salary in Ordinance No.15
of
