I consider Mr. Townes too junior a man for

appointment to such a post. You will see from the subjoined list that he is a younger man than any of the Executive Engin- -eers at present on the Staff and that he is junior in service

to 4 of them.

Mr. Boulton, Second Assistant D. P. W., was born in 1859 and joined the service in 1889.

Even assuming that Mr. Townes were qualified

to fill the post, it would not be prudent to appoint him, but he can scarcely possess the necessary experience nor do I think that Malacca is likely to be a suitable training-ground for an officer to fill such a position. According to the Straits Settlements C. S. Dist, the Staff at Malacca consists only of Mr. Townes himself whereas here there are 7 Executive Ingineers, all of whom are drawing larger salaries than Mr. Townos, 7 Assistant Engineers, 7 Land Surveyors, and numerous

subordinate Officers.
