I am directed to acknowledge the receipt
of your letters No. 162 of the 24th. ultimo and No. 100 of the
23rd. instant, and to transmit herewith a copy of a minute by
Dr. Bell, the Principal Civil Medical Officer, dated the 2nd. ~~
instant to the effect that the statement that your Consulate
could not recognise K. A. Nylander as a Swede was made in the
course of conversation. I enclose also a copy of letter by the
Harbour Master, dated the 24th. March, 1908, stating that
Nylander had been for some years in the Colony but that "his
Consul declines to take charge of him, on the ground that he
has no papers to prove his nationality and was not discharged
before a Swedish Consul". It is, moreover, stated in the letter
from the Board of Trade, dated the 5th. of last Kay, a copy of
which was forwarded to you under cover of my letter No. 2008/08
of the 23rd. ultimo that "the Government/ Sweden has recognised
his Swedish nationality".

In these circumstances His Excellency the
Governor will be glad if you will be good enough to refer to
which
the Government of Sweden the claim for £118 14
made in my letter of the 23rd. ultimo.
