Referring to your despatch No. 2008/08 of
the 23rd. June and to my letter No. 162 of the 24th. June, re
repayment of disbursements made by your Government on behalf of
the destitute K. A. Nylander, I beg to hand you enclosed copy of
a letter received from the Consul General for Sweden at Shanghai
from which you will see that he is not convinced yet of the
Swedish nationality of the said Nylander, and as a a Consul has
no authority to send home a man who is not or has not once been
a Swedish registered sailor, without the Government's sanction,
and as neither I nor the Consul General have been consulted in
this matter by the Local Authorities, and consequently were
unaware that the man was to be sent home, also the Consul-Gene-
-ral is unable to do anything in the matter, at least until
+ he hears from the Swedish Government that my outlays for the
said dostitute Nylander, which so far have not been granted
yet by our Government,will be paid.
