I have the honour to acknowledge the receipt

of your letter No. 2008/08 of the 23rd. instant with copy of

letter of the Board of Trade dated the 5th. ultimo, and statem

-ments of outlays for a certain K. A. Nylander, who appears to

have been sent home by the local authorities, who now request

this Consulate to repay the outlays amounting to £27 9 . 2 and

£91.5 7.

I do not remember having ever been in treaty

with your Government re the said destitute Bylander, neither did

I know that the man was sent home by the local authorities, and

as it is a General International Rule, which is also applied to

the United Kingdom, that it is the Authorities of the Countries

itself who have to grant the necessary medical attendance and

relief to foreigners who have fallen into distress while living

within its territory, I am sorry I cannot comply with your

request to a refund the outlays, but have laid the case before

the Consul General for Sweden at Shanghai, and shall let you

know his reply as soon as I receive it.
