your consideration copy of a minute addressed to me/Sir
Henry May, K.C.M.G., Colonial Secretary, on the subject of
the sterling salaries assigned to the various appointments
held by Cadets in the Service of this Administration.

The salient points in this
Minute are the following:-
K
(a). That the sterling salaries substituted for
dollar salaries in this Colony, effected a considerable
reduction in the value of the salary whereas in the
Straits Settlements and Federated Halay States they
resulted in an increase. This is substantiated by a Tabular statement, and is evidenced by the fact that whereas
officers on dollar salaries in the sister Colony were in
most cases glad to accept the Sterling Scheme, no officer
in this Colony would so so.
(b). That this reduction was due to an accident
in that the conversion was based on "Single Compensation" (and was in fact even below that scale) whereas the
Secretary of State had already agreed to the grant of
double Exchange Compensation to Hongkong Cadets, and the
