Please convey to His Excellency my congratulations on his

knowledge of this subject and on the rapidity with which he has turned

out so generally accurate and acceptable a draft.

It is true that I still prefer my own "preamble" since that

gave the actual raison d'etre of this new proposed Convention and

Jamiliar

it is in a fome sixite to and readily understood by the Chinese

Government.

In some other points also I prefer the original

phraseology. The issues, however, are so important that I will

accept with pleasure Hie Excellency's recasting of our draft, only

bringing a few very minor points to your notice.

£ am confident that this Convention, if it goes through

as I believe it can and will go through, will be of much benefit to

both parties and will form & landmark in the Colony's history and

trade.

May 1 thank His Excellency and yourself for the trouble

taken with this matter.
