All the Luk Yeuk, 1.0. the villages round the Lo Shu Ling Block
house go to market via Lo Fong.
Lung Your Tau goes to market via Mak Fu. The railway may
alter this but at present it would be unsafe to venture on any opinion. This district might go by the new road to Fan Ling and then
on by train either to Sham Chun or to Tai Po in either case the Mak
Fu Ferry would be practically disused.
Liu Pok and Lok Ma Chau are both used by people coming
from San Tin or Un Long and going to Sham Chun. Here again the new
road to Fan Ling may make a difference but it would be unsafe to
prophesy.
I have made no mention of villages on the coast viz; places
like Him Wan Tai, Shui Hang and Lung Ku Tan nor of the Un Long-Creek. The Customs Preventive stations along the coast of Deep Bay should be
able to prevent any smuggling by Junk to these places and it would
be easier for them to prohibit the exit of goods from any except
authorized places than for us to prohibit the entry.
I had a conversation with Mr. Harris some time ago on the
subject of cattle smuggling. The Commissioner was out here and
asked me whether it would be possible to detain all cattle being
driven through the Territory unless the drover produced CustomS
documents.' I pointed out that the difficulty was that our police
had no legal right to detain anyone for breach of the chinese
Customs regulations and that if any fracas occured the police
would be liable for illegal arrest and possibly for mudar murder
if any fighting took place. The Government could however easily prevent absolutely the smuggling of cattle if an Ordinance were passed giving the police power to detain cattle unless the drover
had the necessary papers. I have not heard much about the smuggling
