His Excellency added that if any formal
recognition of the Imperial Maritime Customs in Hongkong were made
he should demand that the Commissioner and perhaps some of his staff
should be appointed only subject to the approval of the Hongkong
Government.
Mr. Harris said he had inserted this clause seeing that a
similar one had been called for by Germany at Kiaochow and he
thought Hongkong would desire it. He did not wish to raise the
status question. All he wished was ability to do the work and to
maintain existing friendly relations.
CLAUSE XI.
His Excellency did not consider the clause necessary.
There was a recognised system of rewards to the Hongkong Police and
it was undesirable that Colonial Officers should share in fines,
etc., as suggested. Mr. Harris thought permission to share rewards
in approved cases was a useful one, and served to encourage effort but
it must not be abused. In the Customs the Commissioner had the right
to withhold any reward.

OLAUSE XII.
untess exempted by special permit
It was explained that Fishing Junks/were obliged to
enter and clear on each occasion when they entered or left a port
in the Colony; that the quantity of salt they carried for the pur-
poses of salting their fish was limited by the Harbour Department;
of precision and that they were not allowed to carry arms. It was not clear what
further restrictions could with advantage be placed upon them, but
the Colonial Government would nonsider any suggestions that might
be made.
