Discussion reverted to clause ii, and it was observed that the attitude now adopted by Kessrs. Law, Gresson and Osborne towards the Preedom of the Port was the reverse of what had hitherto been understood to be the views of had exhibited Merchants. Up to now the Chamber of Commerce ko., a dread of doing anything to render the Port less free. Now they sopke of the Preedom of the Port as a "Bogie", much over- -rated. Mr. Law replied that conditions had changed, and unless stops were taken to identify this Colony with China the im- -portance of this Port would he lost before long.
Much stress was laid by Messrs. Law,

and Osborne on the vital necessity of connection being made
