Acting with the belief that close fr between Hongkong & China are to the interest of trade and serve to protect legitimate and honest traders: that the axtmim extension of Colonial territory granted by China in the interests of Colonial defence has worked to the detriment of China's revenue and throwe upon Hongkong the obligation to safeguard the revenue due by Treaty and revenue laws to China: that the near completion of the Kowloon Canton Railway draws closer the ties uniting the Colony with the Empire, of which geographically the Island and ite territory forms an integral part as it formally constituted an administrative part, and that liberal and harmonious fiscal arrangements are necessary in order that both China and the Colony may derive full benefit from such a railway line: and that finally the future prosperity of the Colony lies along the line of co-operation with the expanding trade potentialities of the Empire of China-- the undersigned puts

An adjustment of these

forward the following points for discussion. matters and of others which may be suggested will go far to provide for trade and revenue requiremente and to meet the absence of co-

operation that has so very largely existed in the past.

Salt, Sulphur and Salpetre to be placed under Government control on similar lines to the control of Opium and arms but with the proviso that these articles are to be stored in definite Godowns under Government supervision. It is suggested that China should legalise the existing Junk trade in Salt into the Colony and derive a revenue from it; export from the Colony however into China shall be subject to Salt Commissioner's or other Authority's Certificate.

11.

The Customs to be allowed to collect all dues and duties

on cargo carried by native vessels to and from China.
