His Excellency informs the Council that the
Hongkong Comissioner under the Chefoo Convention has requested
instructions whether this Government would be prepared to officially recognise a branch of the Foreign Customs Inspector-
-ate either afloat in the waters of the Colony or ashore for
the purpose of issung duty receipts within the Clony.
His Excellency states that the Hongkong
Government has not asked the Chinese Government for any con-
-cessions or favours and that whilst ready to assist that
Government in any reasonable way in protecting its revenue against smuggling, it is not called on by any consideration of reciprocal advantages to make concessions which would have the appearance of infringing on the freedom of this Port and which might be used hereafter as a basis on which claims for further
concessions
