With reference to paragraph 5 of

my Confidential Despatch of the 9th. instant in which I

stated I had under consideration certain suggestions made

to me by Mr. A. H. Harris, Commissioner of the Chinese

Imperial Maritime Customs for co-operation between this

Government and the Imperial Maritime Customs with a view to

increasing the control over the launch and junk traffic

between Hongkong and China in order, on the one hand, to

protect China's revenue, end, on the other hand, to extend

facilities to the trade of the Colony especially in con-

-nection with the distribution of goods to non-Treaty

Ports, I have the honour now to forward herewith for Your

Lordship's favourable consideration the enclosed draft of

an Anglo-Chinese Customs Convention, which has been drawn

up in consultation with r. Harris, and embodies the

principles upon which alike in my opinion, and in that of

the Commissioner of the Chinese Imperial Maritime Customs,

the objects aimed at may be best attained.

The history of the establishment

of the Chinese Imperial Maritime Customs in Hongkong is

summarized in the enclosed Memorandum dated the 19th.

April, 1909, by Mr. C. Clementi, who has also shown in the

attached minute dated the 16th. ultimo that the removal of

the Chinese Customs to more distant stations, owing to the

acquisition by this Colony of the New Territories in 1899,
