carried out by three specially qualified officers in the place

used to

of the single unqualified officer who use to perform the double duties. This fact shows how greatly the legal work of the Colony has increased of late years.

6.

In any eventi regret that I shall be un- -able to continue to hold the office of Crown Solicitor after the 31st.December, 1910, unless the salary is restored to a sterling basis with the usual compensation and it is clearly understood that all Folice Court Work, civil litigation (other than collection of revenue) arbitrations and resumption pro- -ceedings are to be paid for in accordance with the ordinary professional scale.

The conduct of any of the matters mentioned

in the last prededing paragraph may at any time throw such a train upon myself and the whole of the staff of my firm (for which the Government pays nothing) as to seriously interfere with, if not temporarily prevent the conduct of our private practice.

The reasonableness for this request for special remuneration for litigation has frequently been re- -cognised in the past in the shape of special grants or bonuses allowed to me by Government after the conclusion of the litiga-

-tion.

I think on enquiry it will be ascertained that most if not all law officers, whether in the United Kingdom or in the Colonies, are paid fees for the conduct of litiga- -tion in addition to the fixed salarica attached to their

offices.

7.

For the purpose of comparison I give the

following estimate of the cost of providing a separate Crown Solicitor's Department, with the minimum staff which would be

requisite, if the right of private practice were abolished:-
