I have the honour to acknowledge your letter (7004/06) 0.0.D.Confidential) of the "th. January, 1910, inform- -ing me that the Secretary of State regrets not to be able to agree to any change being made in the amount of my reminera- -tion.
Whilst accepting the decision of the Secre- -tary of State for the current year I regret that I shall he unable to continue the present arrangement after the 31st. December, 1910.

Exchange is now about 1 s. 9 d., so that at the present rate I shall only receive £875 this year instead of the sum of £1,000 approved on the 20th. July, 1905.
I believe that every member of the Civil Service other than myself is receiving either exchange compensa- -tion up to 3 s. or sterling pay at the current rate of ex- -change - I alone an made to suffer for the fluctuation of ex- -change.

I think that the Secretary of State has fail- -ed to realise the peculiar conditions of this Colony and the total inadequacy of the present staff of Govern ent legal advisers.
That staff consists of an Attorney-General (who is frequently acting as Judge whilst his department is in charge of an Officer who has little experience of the work of the Courts and the Councils) & Eurasian typewriting clerk, and myself.
