H. T. Jackman, Executive Engineer, is

comparatively young and does not possess the necessary experien-

-ce. Is fully occupied with the conduct of the Water Works at

the present time.

7. L. Perkins, Executive Engineer. At

present on 12 months' leave, from which he is due to return

on the 25th. July next. Of the Executive Engineers, I consider

him the best qualified for the vecant post, but I cannot re-

-commend his promotion over Mr. Boulton, nor can I recommend

the promotion of Mr. Boulton in his present unfortunate state of

health and under existing circumstances.

D. Jaffe, Mxecutive Engineer; a very cap-

-able officer, but is comparatively young and does not possess

the necessary experience. Is at present fully occupied with the

Mongkoktsui Breakwater contract.

The above compose the senior staff of the

Department. The only reason why the juniors can have signed the

petition is because one of the foregoing officers is not to be

promoted. I am at a loss to understand why the signatures of

Messrs. Darby and Reed are appended to it because I do not see

in what way they can possible be effected, the surveying branch

being entirely distinct from the engineering.

It has always been my practice to promote

officers whenever an opportunity occurred and I considered them

qualified.

Mr. Gale was promoted from Assistant Engin-

-eer to Executive Engineer just before my predecessor left the

Colony, 9 years ago, Messrs. Hollingsworth, Fisher and Jaffe

have all been similarly promoted on my recommendation since I

became Head of the Department. All the Pxecutive Engineers were

given their maximum salaries a few years ago instead of waiting

for them to become due in the ordinary course of time.
