by the transfer of Mr. Jones should be filled by the
appointment from home of a First Assistant Director of
Public Works, who, as stated in my telegram of the 16th.
instant, should be appointed as soon as possible and must
be active and efficient and have had much experience of
municipal work. I shall be glad ir Your Lordship will in-
-form me by telegram when the appointment has been mede
and will direct the officer appointed to travel to Hong-
-kong viâ Siberia, in order that as much time as possible
may be saved, for pending his arrival, owing to the
absence on leave of Mr. Boulton, the Department will be
without both its Assistant Directors. The reasons which
prevent me from recommending any local promotion have also
prevented me from appointing any officers to act temporarily
as First or Second Assistant Directors of Public Works.
