July, 1909. There are thus 4 of the senior officers of the

Department on long leave at the present time and the
transfer of Mr. Jones to the Gold Coast means that the
Department will be for some time without both its Assist-
it's
-ant Directors and 3 of his senior Executive Engineers.

In these circumstances an immense
amount of additional work will be thrown on Mr. Chatham,
the Director of Public Works, pending the arrival in Hong-
-kong of a successor to Mr. Jones, and I consider that some
extra remuneration in the form of gratuity should be given
to him later on, out of the sum voted as Personal Emolu-
-ments, Public Works Department. There will not therefore
be funds available for disbursing more than half-pay to
Mr. Jones, the more so that I presume his successor will
draw half-pay on his voyage out. Your Lordship will under-
-stand from the circumstances described in this Despatch
the reason of the urgency for the appointment of Mr. Jones'
successor regarding which I telegraphed to you today.
