In explanation of my telegram

of this date, I have the honour to state that, although
Mr. P. N. H. Jones is at the present time in view of his
service in this Colony entitled to three months' vacation
leave and seven months' half-pay leave, it has not been
possible to grant him full pay leave as sugrested in Your
Lordship's telegram of the 19th. instant, owing to the
unfortunate depletion from which the Public Works Depart-
-ment is at present suffering.

Mr. J. F. Boulton, the Second
Assistant Director of Public Works, is in bad health and
went on 12 months' leave on the 13th. instant: Mr. C. H. —
Gale, the second Executive Engineer of the Department, has
also been granted 10 months' leave on medical grounds with
effect from the 27th. instant: Mr. A. H. Hollingsworth is
on 12 months' leave from the 20th. October, 1909, and Mr.
