resolutions passed by the Cormittee, the present state of

the Funds, estimates of revenue and expenditure, and plans

of the site and buildings. Sir Hormusjee Mody had these

printed and done up in the form of a souvenir of the

occasion and the pamphlet contains all information relative

to the University up to date. I enclose a copy of it, tom

-gether with 6 copies in ordinary form. Some few paragraphs

of the Memorandum as originally written referring to the

benefit likely to accrue to British interests in Hongkong

and the Far East I considered it advisable to omit in this

popular print, since the Registrar-General was of opinion

that they might give rise among a section of the Chinese

(who are ever suspicious) to the suggestion that the scheme

was put forward solely as a means of furthering national

interests. I attach these paragraphs in a separate sheet.

I attach also a reprint of the

speeches made by Sir Hormusjee Mody and myself at this

ceremony

together with that delivered by His Excellency

Wei Han who spoke as delegate of the Viceroys of Nanking

and Canton. There were also delegates present of His Excel-

-lency the Tartar General and Admiral Li.
