With reference to Your Excellency's Confi-
-dential Despatch of the 28th. August, 1908, I have the honour
to inform you that since the arrival of Mr. Lindsey (the traffic
expert who has been especially engaged to advise me on the subject) I have had under consideration the preparation of a
Working Agreement between this Government and the Chinese
Government in connection with the Kowloon-Canton Railway. I shall therefore be glad to learn whether the arrangement made
verbally by Your Excellency with the Board of Communications
that Mr. Wei Han shall act as their delegate for the negotia-
-tion of a Working Agreement and that the discussion should
take place at Canton with the delegate of this Goverment, still
holds good, and whether Mr. Wei Han has full powers to conclude
such a Working Agreement on behalf of the Chinese Government.

In the event of Your Excellency's reply to
these points being in the affirmative, I shall be glad to learn
at what date the Chinese Government will authorize their
delegate to commence negotiations.
3.
I am unaware whethere there is any suit-
-able place for the conduct of the negotiations at Canton, and
I would suggest that if practicable they should be conducted in
Hongkong.
