With reference to Your Lordship's
Despatch No. 228 of the 22nd. October, 1907, and to your
Secret Despatch of the 2nd. October, 1908, I have the
honour to report that so soon as Mr. B. S. Lindsey had had
time to make himself acquainted with the situation, after
arrival in this Colony, on the 27th. of last October, I
requested him to formulate his suggestions regarding a
Joint Working Agreement for the British and Chinese
Sections of the Kowloon-Canton Railway and that on the
22nd. of last November he handed me a memorandum of his
views on the subject, which I circulated to a Committee,
over which I presided myself, and of which the gentlemen
whose names are noted in the annexed schedule were members.
The Committee met on the 17th. of last December and after
much discussion the broad lines upon which the Working
