Thus the cost to the Government of controll-
-ing and inspecting its schools has fallen from over ten per
cent. to five per cent. a very low figure. The total gross increase under this head is $4,371 (some of which is due to a different rate of exchange) while the gross expenditure on the Department has increased nearly three-fold (from $85,214 to $237,459) and the revenue has increased in almost exactly the
