I have the honour to forward for
Your Lordship's consideration the enclosed copy of a letter
from Mr. E. A. Irving, Director of Education, dated the
24th. ultimo, applying for an increase in his salary,
which at the present time amounts to $5,400 with Exchange
Compensation, being the maximum pay of Class II in Hongkong
Civil Service, together with a personal allowance of $300
per annum sanctioned in Your Lordship's Despatch No. 89
of the 20th. Hay, 1909, and an allowance of $400 per
annum sanctioned in the same Despatch for controlling the
Technical Institute. The latter allowance may cease in
the near future if the Technical Institute is amalgamated
with the proposed Hongkong University, and, as it is
granted for work quite outside Mr. Irving's official
duties, it should be regarded as an overtime allowance.
