To this Despatch Lord Ripon replied in despatch No.

126 of the 22nd. May, 1895:- "I regret that I can see no

sufficient reason for increasing the salary of........................... the

Assistant Colonial Secretary".

The matter then rested until on the 12th. July, 1899,

certain members of the Hongkong Civil Service submitted a

memorial to the Secretary of State for the Colonies representing

that "in view of the steady increase in house rents and the

"cost of living" in Hongkong their salaries had proved to he

inadequate and requesting that a Committee should be appointed

to inquire into the subject. Si- Henry Blake in his despatch

No. 199 of the 27th. idem strongly recommended the favourable

consideration of their application and Mr. Chamberlain replied

in despatch No. 280 of the 8th. December, 1899, that he saw no

sufficient reason for the appointment of a Committee, but that

he was willing, subject to the consent of the Legislative

Council to sanction a revised scale of laries and in para-

-graph 2 (b) of the despatch he fixed the salary of the

Assistant Colonial Secretary and Clerk of Councils at $4,800

rising to $5,400 by triennial increments of $300. This despatch

was printed and laid before Legislative Council as S.P.No. 2 of

1900 and Mr. Chamberlain's proposals were recommended by the

Finance Committee on the 29th, March, 1900, and approved by the

Legislative Council on the 5th. April, 1900.

Since that date there has been no change in the salary

assigned to the combined posts of Assistant Colonial Secretary

and Clerk of Councils which now stands at $4,800 rising to

$5,400 by $300 triennially in dollars and £600 riang to £720 by

£40 triennially in sterling.
