the office has of recent years very largely increased. I

would add that Mr. Clementi discharges his duties with

much ability and industry.

In view of the above considera-

-tions I would recommend that as from the 1st. of January,

1911, Mr. Clementi be allowed to draw the maximum salary

of his appointment, viz.:- $5,400 per annum.

In a separate Despatch I am

addressing Your Lordship on the subject of the Sterling

Salaries Scheme which I consider requires some re-adjust-

-nent, and I would here record my opinion that the Sterling

salary of the Assistant Colonial Secretary (£600 to £720)

is inadequate for such an important post in which on the

principle referred to above the incumbent is expected to

work for many years without transfer to lucrative acting

appointments. It would appear to be anomalous that the

salary of the Assistant Colonial Secretary in this Colony

should be less than that of the Second Assistant Colonial

Secretary at Singapore who has the additional advantage of

enjoying Government Quarters at what in Hongkong would be

considered
