I have the honour to transmit for

Your Lordship's consideration the enclosed copy of a letter

from Mr. C. Clementi, Assistant Colonial Secretary,

in

which he applies for an increase of salary. Mr. Clementi

is at present drawing $4,800 per annum the minimum of the

salary ($4,800 to $5,400 by $300 triennially) attaching to

his appointment; but he will receive his first increment in

October next.

The principle laid down by the

Retrenchment Committee in 1894 and quoted in the enclosure

to Mr. Clementi's letter, that the Assistant Colonial

Secretary should occupy his post for a considerable

number of years has been acted upon in Mr. Clementi's case

and there is no doubt that in consequence he misses

opportunities of acting in senior and more lucrative

appointments.
