caused by the use of Signal Flags of the International Code for

private purposes by Harbour Authorities.

I concur with Your Excellency's suggestion

that the King's Harbour Master should discuss this matter with

Lieutenant Beckwith and have instructed Lieutenant Butterworth

accordingly.
