With reference to my Despatch

No. 13 of the 12th. of January, I have the honour to trans-

-mit the enclosed copy of a letter from the Director of

Public Works asking to be allowed to receive in the Colony

his salary at the privileged rate of exchange for the

period between his leaving England on return from leave of

absence and the date of his crossing the boundary between

Purope and Asia.

There being no rule to the con-

-trary although in practice salary at the privileged rate

of exchange has only been drawn through the Crown Agents,

I have permitted Mr. Chatham to draw his salary at the rate

of 4 shillings to the dollar up to the date of his leaving

Moscow, where he might have drawn his salary at that rate

through the Crown Agents had he made the necessary arrange-

-ments for doing so. I have not allowed him to draw salary

at the privileged rate for any part of the period spent on
