My Lord,
I have the honour to acknowledge
receipt of your Confidential Despatch of January 25th. last
approving the penalties imposed on Inspector H. J. Knight
by a Committee of the Executive Council.

The point raised in the 2nd., 3rd.
and 4th. paragraphs of your Despatch as to further charges
against this Inspector, not contained in the original
charges before the Committee, had not escaped my attention,
and when I received the report of the Committee I circulat-
-ed the attached minute before the report was discussed in
Council. The Council, locking to Inspector Knight's long
service and good character were of opinion that the whole
incident was a drunken frolic, that the statement of Wong
Sam was not to be seriously regarded, and that Inspector
Knight's statement was not seriously meant. In this view
