I have today visited site applied for by the

Committee of the Tung Wa Hospital for the purpose of erecting

quarters for the temporary accommodation of destitutes; it is

situated to the South of the Tung Wah Hospital and between that

institution and Hospital Road, the greater part of the area is

very steep but the portion immediately adjoining the Hospital

is suitable for building. The only objection to the grant of

the site is the fact that there is at present a Government

Latrine on the area which would have to be removed. A latrine

is certainly necessary in the vicinity as the present one is

largely used by the people living in Upper Rutter Street and

by the frequenters of the Tung Hing Theatre.

It would be possible to re-erect this

latrine on a portion of the vacant ground adjoining Fuk On Lane

and below the retaining wall supporting Rutter Street, but

assuming that the old materials were re-used it would cost

between $2,000 and $3,000 to reconstruct on new site. The

construction of a latrine on the site mentioned would depreciate

the value of the building sites between Pound Lane and Fuk On

Lane, but I do not think there is likely to be any great demand

for this land for many years owing to its awkward situation. I

attach a small tracing shewing site applied for and possible

site for new latrine. The Tung Wa Hospital Committee are not

prepared to defray the cost of shifting the latrine which they

wish to be borne by Government.
