Chinese staff, including those on whom one is ordinarily dependent
for city newa. Availing myself of the opportunity afforded by
those holidays, I proceeded, for the first time since I took over
my duties as Consul General on October 2nd, to Hongkong, whence I returned to Canton on the night of Sunday the 13th, arriving
here on the morning of the 14th, when the office reopened.
5. During this temporary absence responsible charge
naturally devolved on Mr. Giles, Acting Vice Consul, an officer
in whose judgment I have every confidence. The first indication
that anything abnormal was on foot was conveyed to him when re-
turning from a plenic on the afternoon of the 11th instant,
the
second day of the first moon, and two days after the first alter-
sation between the soldiers and the police. It assumed the form

of a personal encounter with certain of the disaffected soldiers
on the road running outside the Gate to the East of which are
situated the principal barracks. Along this road he had passed
in perfect tranquillity in the forenoon, the ordinary not in-
considerable carriage and jinrioshaw traffic proceeding as usual.
Had he attached any importance, in so far as non-
Chinese and their interests were concerned, to this incident, it
would of course have been his duty immediately to report to me,
and it would equally have been my duty to return at once to my
post. That he did not do so showed that he considered the matter
one solely affecting Chinese and the course/subsequent events has
fully justified the conclusion arrived at. The only thing, with
regard to which he entertained any apprehension at a later stage,
was the possibility of the rowdy element, which every large city
contains, taking advantage of the preoccupation elsewhere of police
and soldiery to make a predatory raid on Shameen, and on this
ground he very properly requested the Senior Naval Officer to be
prepared to render assistance in the event of such an attack. He
