With reference to paragraph ? of

my Despatch No. 283 of the 5th. October, 1909, and to

paragraph 5 of your answering Despatch No. 317 of the

17th. December, 1909, I have the honour to state that at

the present time the salary of the 1st. Assistent Govern-

-ment Analyst is £300 rising to £360 per annum with a

travelling allowance of $30 per mensen, but without free

quarters, while the salary of the 2nd. Assistant Govern-

-ment Analyst is £250 rising to £300 per annum, with free

bachelor's quarters.

Mr. A. C. Franklin now points

out that as he is already drawing a salary of £300 per

annum with free quarters, he will lose pecuniarily by his

appointment to be 1st. Assistant Government Analyst unless

an allowance is made to him in lieu of quarters, and as I

consider that the grant of house allowances should be
